Matthew Putts

Chief Executive Officer

Matthew Putts, PhD, is the CEO of Employment Horizons, a role he has had since 2016. He is responsible for overseeing all agency operations and ensuring financial stability and corporate and accreditation compliance. He holds a doctorate in Rehabilitation Counseling & Administration from East Carolina University, a master’s in Rehabilitation Counseling from Rutgers University, and a bachelor’s in psychology from Colgate University. His professional certifications include: Certified Rehabilitation Counselor (CRC), Certified Vocational Evaluation Specialist (CVE), International Psychometric Evaluation Certification (IPEC), and Certified Life Care Planner (CLCP)

Lisa Montalbano

Director of Development

Lisa Montalbano is the Director of Development. She prospects new business contacts to encourage the growth and development of the agency-wide services of Employment Horizons, and implements sales and marketing strategies to promote our agency’s business programs. She also oversees the cultivation of donors and the creation and maintenance of relationships with all levels of external and internal constituencies. She has been with Employment Horizons since 1998. Lisa holds a bachelor’s degree in psychology and a master’s degree in Executive Leadership, both from Liberty University.

Wesley Wilson

Director of Operations

Wesley Wilson is the Director of Operations and has been with Employment Horizons since 2019. He supports the agency’s mission by managing and coordinating business activities related to fulfillment and facility management. Wesley holds a Bachelor of Science in Finance degree from Montclair State University and a Master of Divinity degree from New Brunswick Theological Seminary.

Timothy Daly

Director of Commercial Services

Timothy Daly is the Director of Commercial Services. He oversees, coordinates and directs all departmental operations to maximize opportunities for disabled workers, ensure financial viability of contracts and customer satisfaction. Tim has been with Employment Horizons since 2017 and is a veteran of the U.S. Army.

Emily Rovner

Manager of Administrative Services

Emily Rovner is the Manager of Administrative Services. She is responsible for planning, directing, and coordinating administrative services at Employment Horizons. Emily joined Employment Horizons in 2017 after graduating from Montclair State University with her bachelor’s degree in political science and jurisprudence.

Liz DeCamp

Manager of Career Development Services

Liz DeCamp is the Manager of Career Development Services. She ensures the delivery of high quality and timely vocational guidance, job placement, job coaching and job retention services for persons served by Vocational Rehabilitation Services and Career Development Services. She has been with Employment Horizons since 1988. Liz holds a bachelor’s degree in social work from Radford University in Radford, Virginia.

Jacky Burns

Manager of Transition and Evaluation Services

Jacqueline Burns is the Manager of Transition and Evaluation Services at Employment Horizons, Inc. She manages pre-employment transition services for high school students, vocational evaluation, and community-based evaluation services. Jacky came to EH in 1998 and has served Employment Horizons’ program participants in a variety of roles. Prior to Employment Horizons, Jacky provided rehabilitation counseling services to college students and people involved with worker’s compensation and long term disability.  Jacky holds a bachelor’s in Rehabilitation Services and master’s in Rehabilitation Counseling from Springfield College and maintains the national recognition of Certified Rehabilitation Counselor (CRC).

Nancy Toolen

Manager of Rehabilitation Services

Nancy Toolen is the Manager of Rehabilitation Services, responsible for the services of the Vocational Counseling department; including coordination with families, referral sources, EH staff and others connected with the participants of the fulfillment department. Nancy joined Employment Horizons in 2015 as a Vocational Rehabilitation Counselor. She had worked previously as a Rehabilitation Counselor and Housing Coordinator for a non-profit rehabilitation center in Bergen County and has experience as a Direct Care Support Professional and Employment Specialist/Job Coach as well. Nancy earned her bachelor’s degree in psychology from Montclair State University and master’s degree in Rehabilitation Counseling from Seton Hall University.

Samantha Oras

Manager of Education Initiatives

Samantha Oras is the Manager of Education Initiatives. She oversees the agency’s educational training programs and also works to develop new training programs that fulfill Employment Horizons’ mission. She has been with Employment Horizons since 2013. Sam holds a bachelor’s degree in political science and women’s studies from William Paterson University and a master’s degree in sociology and social justice from Kean University. She also serves as an adjunct faculty member at William Paterson University.
